On February 27, 2025,I ( Officer Evans) was dispatched to 2001 South Main Street to take a report. Upon arrival I spoke with a 20-year old male who stated that he had his truck parked on this property to sell it. and that the property owner let him know that he had checked the vehicles before he left for the night and they were fine. The property owner then called him this afternoon to let hom know that someone had messed with his truck and that the front tires were low on air.he thought that his tires were slashed so he put some air in them and they held air.
He said that he looked at the tires and they had no holes or punctures. His dad told him to call and make a report. I let him know that no crime was actually committed but he still wanted a report. I let him know that I could do a self information report so that there would be a report if anything else were to happen to his vehicle.

I officer Hartford on March 4 2026 responded to 1309 North Porter to speak with a 48-year-old male. He wanted to make a report on someone taking his mail out of his mailbox and ripping it in half and it being thrown down the street. I Officer Hartford noticed down in that area that there was a lot of mail boxes open at this time he said that no camera footage had been found at this
I, Officer Melissa Steele was dispatched to 1509 S. Porter St to take a report on the residence being egged. Upon arrival I made contact with a 37-year-old female, in which she stated that when she returned home from work she noticed egg shells on the porch of her residence. She stated she really didn't think about it and went inside. After some time, about an hour, she states, She went back outside to smoke and noticed there were egg shells on the driveway by her vehicle. She then noticed egg residue on the back glass on the driver's side of the vehicle. No damage was sustained to the vehicle or the house. She stated that she believes her estranged husband is the person of interest in the egging. She states that a 35-year old male has been giving her a hard time since filing for divorce.She also states that he drives by her residence repeatedly and follows her around town at times.
On February 21, 2026, I (Sgt. Gignac) was dispatched to the Dollar Tree in Stuttgart AR. Stuttgart dispatch advised that the caller had stated he had been in an accident.
Upon arrival I spoke with a 61-year-old male. He.stated that he had been in an accident involving another vehicle and spoke with the other driver. Both agreed to leave the location of the accident and not contact police at this time. He then drove to Dollar Tree to contact police. He provided me with a phone number he stated was the other person involved in the accident, I attempted to call and nobody answered. Due to both people involved in the accident leaving the location I was unable to investigate what happened and get the information from the other person involved. His vehicle had damage to the front passenger side bumper.
I, Officer Melissa Steele was dispatched to 702 S. College St Apt A regarding a brick being thrown through a window. Upon arrival I made contact with a 50-year old male, the resident of the apartment. He stated that someone walked by his apartment, and threw a brick through the south facing window of his apartment, at the duplex. He then showed me a video from his camera in which the subject could be seen walking across the street with a small rectangle object in the right hand. Shortly after stepping out of frame a noise could be heard that could be determined as an object striking the structure. The subject then appears back in frame with no object in their hands. The subject is seen in the video walking away from the residence. He states that he does not know who the subject is in the video. Upon further inspection of the window, I observed that there was glass on the inside of the window frame as well as on the ground outside under the window. A brick was laying at the bottom of the window frame. The bottom pane of the top section of the window and the top pane of the bottom section of the window were broken. Video and pictures were obtained.
On February 25, 2026, I (Sgt. Gignac) was dispatched to the Stuttgart Police Department Lobby to speak with a subject who needed to make a report. Upon my arrival I spoke with a 28-year-old male who stated someone had broken the windshield on his car. I asked if he had an idea of who may have done the damage, he stated no. No footage is available in the area where the car was parked. No idea of a time frame was available other than it happened in the last 48 hours.
On today's date March 17, 2026 at approximately 10:00 a.m. I Officer John Hudson was patrolling the City of Stuttgart when I heard Dispatch inform Stuttgart Fire Department that there is an ambulance on route to 710 South Porter for an unresponsive male. Upon my arrival I noticed that the Stuttgart Fire Department was on scene.I then entered the residence with the Stuttgart Fire Department and noticed a 75-year old male sitting in his wheel chair located in the kitchen. I noticed once I made an entry I smelled a foul odor in the house. I also noticed that
the house was not clean, and there was excessive trash and items built up in the house.
I then spoke with T. Tefteller to see if she knew what happened to him. She informed me that he had fallen yesterday, and cut his head open, and busted his knee open. I then noticed that there was dried blood on his head, and left leg next to his knee. I also noticed that there was a very large hole in his left leg. I noticed that there was a white discharge, and that the injury appeared to be older than a 24 hour old injury.
Once I exited the residence I spoke with three individuals outside of the house that were next door. They informed me that there is a tall black male and another white male that show up at the house almost every day. They informed me that the men beat up and fight the victim all the time and just leave him on the floor or on the front porch outside. I was also informed that the white male always showed up with alcoholic beverages to get him drunk so that he could steal his prescription medication.
At this time I then followed the man to Stuttgart Baptist Health Emergency Room where I took photos of him. I also informed Sgt. Gignac of the situation that took place. I then took photos of him and the injuries that he had..
On Monday March 23, 2025. I(Officer Evans) Was dispatched to 202 Rich Smith Drive to take a report. Upon arrival I spoke with a 48-year-old female who informed me that her mom saw a red truck pull into the spot next to her vehicle around 1 am this morning. I saw damage to the driver's side front panel and the driver door handle was damaged and looked like something was used to pry the lock open. none of the doors were opened and she said that nothing was missing.

On Sunday, February 1, 2026 at approximately 2:50am I Officer Goodell observed a vehicle traveling north on Whitehead with defective license plate lighting. I initiated a traffic stop, and the vehicle came to a rest outside of the city limits on Hwy 1 N. Upon stopping, the driver shut off the vehicle; I noted that the license plate lighting remained non-functional. As I approached the driver I identified myself as Officer Goodell with the Dewitt Police Department and the reason for the traffic stop was due to his defective license plate lighting. I then asked for his
Drivers license, insurance, and registration at this point the driver informed me that "he did not have his drivers license and that he gets his license back on Tuesday February 3" he made it aware that all he had was an "ID". During this conversation an odor of intoxicating beverages was emitting from the driver's breath. I further observe a Crown Royal box and multiple open containers in the vehicle's cup holder. At this point I told the Driver to remained
parked while I went back to my truck to run the ID through ACIC/NCIC. Dispatch advised (driver) driver's license is suspended and ID only. At this point I noticed from my patrol unit that he had started his vehicle and was sticking his hands out the window. So I stepped out of the vehicle to check and make sure he was not in need of something. He then let me know "I re-started my vehicle due to the cold weather". At this point I asked him why his license was suspended he said "it was a failure to appear in 2015" "I've had a license since then but they keep suspending it" at which he was unclear as to why they keep getting suspended.
At this point I asked him if he had been drinking he replied "um yeah I have" I then asked how many did he recall consuming he said "a few". It was at this point that I requested assistance from Officer Colton Westfall for a DWI investigation. Upon arrival, Officer Westfall attempted to administer a Portable Breath Test (PBT), which was unsuccessful due to equipment failure. Officer Westfall subsequently administered a Horizontal Gaze Nystagmus (HGN) test. Based on these observations, he was detained for suspicion of DWI. During the investigation, the passenger, a 53 year old male, began interfering with the stop and subsequent arrest. Despite being given the opportunity to call someone to take possession of the vehicle, the interference continued. He was then placed under arrest for Obstructing Government Operations and Open Containers in a Motor Vehicle. Both subjects were transported to the Arkansas County Detention Center. At the facility, he refused to submit to a chemical BAC test.
Narrative Colton Westfall
On Sunday, February 1, 2026 at approximately 3:04AM I, Officer Colton Westfall, was called by Officer Hunter Goodell to come assist him with a potential DWI traffic stop on Highway 1 N, just outside of city limits. I got into my patrol vehicle and checked 10-8 with dispatch and informed them that I was going to assist Officer Goodell.Upon my arrival, I retrieved my Portable Breath Tester or PBT from my patrol vehicle and went to speak with Officer Goodell. He informed me that he had stopped the vehicle for defective vehicle license plate lighting. He said when
the vehicle came to a stop for the traffic stop, the driver turned off the vehicle and the light was still not illuminated. However, during the period of time he waited for me to arrive, the driver turned his vehicle back on and at that time the license plate lighting resumed functioning, as if it was becoming defective from an electrical short.
Officer Goodell informed me that during his initial conversation with the driver, that he admitted to having consumed alcohol, saying that he had "a few". The driver, identified as a 53 year old male, said that he had traveled to pick up his brother and nephew, who were the two passengers in the vehicle he was driving. When Officer Goodell radioed dispatch, to run the driver's license through ACIC/NCIC it was discovered that he has a suspended drivers license. Officer Goodell then called me to come assist him with the DWI portion of the traffic stop. Once I had gotten the rundown on what led me to assisting, I approached the driver's side of the vehicle and introduced myself as Officer Westfall with the DeWitt Police Department. I informed the driver that I was there because he was suspected of driving under the influence of alcohol, which he had already admitted to Officer Goodell. I asked him to step out of the vehicle and he did. When we got to the back of his vehicle, I asked if he could lower his tailgate to place my PBT case on. I informed him of what the PBT was and I asked if he wanted to take a Portable Breath Test so I could gain a preliminary idea of how much he had consumed prior to conducting Standardized Field Sobriety Testing, or detaining him to transport him to a BAC instrument.
Due to the extreme cold, the PBT was not functioning properly so I conducted a Horizontal Gaze Nystagmus test to evaluate his immediate inebriation. I asked him to remove his hat, as I did not want any factor negating any of the test process. I took out my ink pen from my vest and got Officer Goodell's flashlight to conduct my test. I held my ink pen with the tip of my finger at the topmost part of the pen approximately 12 inches away from his face. I asked him to follow the tip of my pen with his eyes. I noticed an immediate lack of smooth pursuit from his eyes as he tried to follow the pen to both sides of his vision. He also was having trouble following with his eyes only, as his head moved slightly in the direction of the pen's travel. I noticed a distinct nystagmus at maximum deviation in both directions, to which point Mr. Brown said he could not look further towards it. I also observed the onset of nystagmus prior to a 45 degree angle to both directions of vision. Due to the extreme cold, and the potential of ice being on the shoulder of the roadway, I did not feel that it was safe to conduct a Walk and Turn, nor a One Leg Stand test. Due to the clues obtained from the Horizontal Gaze Nystagmus test, I asked him how much the passengers of the vehicle had to drink. He informed me that they had consumed a lot, way more than him. I asked him if there was anyone he could call to come get them and his vehicle, so that I did not have to tow it. He said that he could get someone. I said he would need two sober people. One to drive his vehicle, and one to drive his replacement driver. He said they have a place in St. Charles where they were going to be coming from.
At this time, I informed him that he was being detained for the suspicion of driving under the influence of alcohol. I said that he would be transported to the jail where I would administer the BAC test. I asked him if he was okay with that and he said "yes sir". I asked him if he understood that driving under the influence is illegal and he said yes. He was then given the opportunity to contact someone to come get his vehicle and his passengers.
At this time, the front seat passenger began interfering with the remainder of the traffic stop, questioning why they were pulled over. Officer Goodell informed the passenger why they were pulled over initially. The passenger then began informing us that we had to make a decision "right now" of why he was being arrested. I informed him that the driver was being arrested for driving under the influence of alcohol. He then began arguing that it wasn't why he was pulled over. I then asked the passenger for his ID and he told me he did not have to provide it, as it was his constitutional right. Officer Goodell also noticed that the passenger had multiple open containers containing intoxicating beverages, as was observed by the name brand Crown Royal, and Bud Light containers.
After several minutes of trying to get the passenger to exit the vehicle, I radioed for dispatch to contact Chief Bobo. Chief Bobo called me and I informed him of what was occurring at the traffic stop. When the passenger saw that I was on the phone with the Chief, he surrendered his driver's license to Officer Goodell. Officer Goodell ran the passenger's driver's license via dispatch through ACIC/NCIC. It was discovered that the passenger, identified as he, had a misdemeanor warrant out of Faulkner County, AR. When he was informed that he had a warrant, he only then agreed to exit the vehicle. At this time, he was taken to the back of the vehicle and placed in handcuffs by Officer Goodell. He was informed that he was being arrested for Obstructing Government Operations and for the open containers in the immediate proximity of his person in the vehicle.He was then escorted to and placed in the back of my patrol vehicle. We waited for the other driver to come obtain the stopped vehicle and the other passenger. Once the sober driver had taken the stopped vehicle, both men were transported to the Arkansas County Detention Center by Officer Goodell and myself.
When we arrived at the jail, I had the jailer unlock the BAC room so I could attempt to conduct the BAC test. Once I was ready to go in the room to begin the testing process, I asked one of them to come with me for the test. He said he would not be taking the test. He
informed me that I had already tried it once and that he wouldn't be taking it again. I tried to inform him that I had attempted to do a PBT test on the roadside, but this was the physical BAC installment and that I was giving him the opportunity to take the actual BAC test. He said he would not take it. During this time, he became argumentative again about the legality of the arrests, the state constitution and the multiple times informed me that I "didn't know who I was messing/f***ing with". Both men repeatedly referred to me as "weasel dick" and one even made a comment saying "weasel dick, this is gonna cost you" After completing the booking sheets and citations for both subjects, they were both informed once again of why they had been arrested. The legality of the arrests was still being questioned at this point by one man, but he admitted to Officer Goodell that he knew they were both in the wrong for their offense was booked in and charged with Driving While Intoxicated (5-65-103), Driving while License Suspended (27-16-303), and Refusing to Submit to Chemical/Breath Test (5-65-205) He was booked in and charged with Obstructing Government Operations (5-54-102(A) (1)), and Possession of Open Container in Motor Vehicle (5-71-218).

On Thursday, February 26, 2026 I, Officer Colton Westfall, accompanied by Officer Robert
Grabert were dispatched to the area of the Arkansas County Fairgrounds in regards to a man
walking with two metal pipes in his hands, having threatened employees of Case IH PTI in
DeWitt. When we arrived in the area, Deputy Patrick Johnson was also in the area and located
the man walking on what becomes Liberty Drive. We got out of our patrol vehicles and confronted the subject with the metal pipes. He was instructed to put the pipes on the ground and show us his hands. After several commands, he put the pipes on the ground. We began talking to the subject about what he was doing and why he was threatening people. He started saying he was looking for protection from people trying to kill him. He then pulled a large kitchen knife out of his backpocket and brandished towards us. Deputy Johnson drew his service weapon. Officer Grabert and I both drew our Taser Energy Weapons and armed them, pointed at the subject. After multiple commands to drop the knife, the subject placed the knife and another weapon like them on the ground.The subject was then placed in handcuffs and searched. No other weapons were found on the subject. At this time, Lieutenant Hunter Bitner and Chief Steven Bobo arrived on scene to assist. We were having trouble communicating with the individual, as he is a Hispanic male and there was a broken language barrier. The individual spoke some broken English, but it was not good enough to piece together the story of how we came to be at this point. During this time, Chief Bobo called local resident David Chastain, as he speaks fluent Spanish and could translate easily for us.
While waiting for Mr. Chastain to arrive, I tried to get the subjects name and date to
attempt to run him through ACIC/NCIC for any form of identification. The name I was given at first was just one name. That name did not come back to any person. When David Chastain
arrived, he began translating for us. The subject was identified as another name (02-17-
1985) of Stuttgart, AR. He informed us that he had consumed narcotics, specifically Crack
Cocaine, the night before in Stuttgart with a friend. He did not know who was trying to “kill him” or why they were trying to. Due to the totality of the circumstances, and the statements made by the employees at Case IH PTI in regard to being threatened by the individual multiple times, he was arrested for Terroristic Threatening 1st Degree, a Class D Felony. He was transported to and booked in at the Arkansas County Detention Center.
Narrative - Westfall, Colton - 3/1/2026 4:11:17 PM (Initial)
On Thursday, February 26, 2026 I, Officer Colton Westfall, accompanied by Officer Robert Grabert were dispatched to 522 E Halliburton Ave in DeWitt. The call we were responding to was a 911 call regarding an assault with a baseball bat. When we arrived we spoke with a 67-year-old male, who said that a 39-year old female was "tripping" and beat him over the head with an aluminum baseball bat and left. He was bleeding from his forehead, so I radioed
to dispatch to notify EASI. When EASI arrived, they checked him for further injuries, but he declined going to the hospital because he was afraid she would come back and burn his house down. Due to the possibility of him being intoxicated, since he was consuming an open alcoholic beverage at the time we were there, I was not able to make a written statement. Lieutenant Bitner was also notified at the time of the call and arrived to assist shortly
after our arrival. Once we were done speaking with him, we left from there and began searching the area for the suspect. During a name search of her name through ACIC/NCIC, it was also reminded to us that she has a substantial warrant out of DeWitt Police Department.
After making contact with several different people who could have seen her in the area after the
assault and coming up empty, I contacted a resident at Meadowcliff Apartments that has security cameras on the property. I asked the individual to review his cameras to see if he had come to his mother's apartment to hide out.
He said that he saw a vehicle back in shortly after the time frame of the assault and two occupants got out of the vehicle and went into 114 Meadowcliff, which is the apartment belonging to his mother. We made a call to a few more officers to come assist with surrounding the apartment in case he ran during a search. When all officers were on site and ready, we traveled to the apartment complex and surrounded the apartment building. Officer Grabert and
I approached the front door while Lt. Bitner, Officer Hunter Goodell, and Deputy Cody Eason went to the back door and sides of the residence. The door was answered by his mother. She invited us in and said she had heard what happened and does not condone that kind of behavior. She allowed us to search her residence and outdoor shed without incident. He was not found at the residence.
The next morning, on Friday, February 27, 2026 at approximately 9:15AM, The victim called the DeWitt Police Department to notify us that the suspect was back at his house and was trying to make entry. Lieutenant Bitner, Officer Grabert, Chief Bobo, Officer Bateman, and myself all began responding to the residence. When Officer Grabert and I arrived first, we saw her walking from the front of the house beside it to the back yard. I exited my patrol vehicle and informed Officer Grabert to hurry to the back with me in case he was running. I drew my Taser Energy Weapon as I was running to the back of the residence. I put the laser dots on him as he was standing at the back door and told him to put his hands in the air, then on to the back door. I then told Officer Grabert to place Clark in handcuffs while I kept my Taser aimed at him in case he tried to run during the arrest, or tried to fight. He was placed in handcuffs without incident and escorted to my patrol vehicle. During a search of his person incident to arrest, a large kitchen knife in a sheath was located in his right boot. He was then placed in the back of my patrol
vehicle and taken to the Arkansas County Detention Center.
Once at the Arkansas County Detention Center, he was advised he was being charged with Felony Battery 2nd with Purpose of Causing Injury with a Weapon (5-13-202(A)(2)), and he was also served the warrant he has with DeWitt Police Department.
